Zoe was conferred her Ph.D degree by the National University of Singapore with full support of the NUS Graduate Research Scholarship. Her thesis centered on the area of pharmacoeconomics and outcomes research, in particular among patients with hepatitis B.
She has previously worked as a pharmacist in hospital and retail pharmacies in both Malaysia and Singapore, as well as a health economist in the Ministry of Health, Singapore, before.
Zoe joined CHSR in June 2010 as an analyst while concurrently holding the position of adjunct lecturer in Ngee Ann Polytechnic.
