Before you can start work in Singapore as a medical doctor, there are a few legal requirements you must meet:

MEDICAL REGISTRATION

Doctors wishing to work in Singapore must obtain medical registration from the Singapore Medical Council (SMC) There are 4 types of registration.

  • Full Registration
    Allows a doctor to practise medicine on his own anywhere in Singapore.

  • Conditional Registration
    Allows a foreign-trained doctor to work within a designated healthcare establishment, under the supervision of a fully registered medical practitioner.

  • Temporary Registration
    Allows a foreign-trained doctor to be employed by a hospital/institution for service purposes for a specified period and in a specific medical capacity. This is for doctors would not otherwise be entitled to medical registration.

  • Provisional Registration
    Allows a medical graduate wishing to obtain a certificate of experience to be employed as a house officer in one or more approved hospitals in Singapore. Provisional registration is for a period of 12 months.

Application for medical registration must be submit through a local employer in Singapore together with the required documents as stated on the 1st page of the application form.

Applicants are encouraged to apply early to allow for sufficient processing time. Successful applicants will be issued a practising certificate.

EMPLOYMENT PASS

Foreigners seeking employment in Singapore will require an employment pass from the Ministry of Manpower (MOM). Permanent residents of Singapore do not require an employment pass.

Application for an employment pass must be submitted to MOM through your prospective employer. Your application form must be accompanied by the required supporting documents as stated in the Ministry of Manpower Web site.

You must obtain SMC approval of medical registration before applying for your employment pass. The Employment Pass Office requires at least 2 weeks from the receipt of your application to process your employment pass.
